回收再生塑料溯源與製程驗證

由於全球在循環經濟、節能減碳、回再再利用各項政策的推動下，各類終端產品(End Products)之品牌商或製造商也開始擬訂相關因應對策以滿足未來相關法規與政策之要求。因此，如何證明各類商品已確實使用特定比例之回收(再生)原料來生產，其生產之產品亦能符合原始產品之各類要求，甚至由第三方驗證機構證實使用回收(再生)原料製造之產品能符合其特性要求；將成為未來的發展新趨勢。回收塑料再生特性驗證之概念如下圖所示。
再生製程與特性驗證之依據
EN 15343 標準(Plastics - Recycled Plastics - Plastics recycling traceability and assessment of conformity and recycled content) 為回收塑料材的要求，本標準含蓋塑料回收和回收技術的要求，並規定了評估符合要求的程序。而符合性之相關規定與程序則另規範於EN 13430 , EN 13427 等相關標準。此為典型再生製程驗證之基本要求，據此，此評估模式可使用於其他任用使用回收塑料再生的案例中。

再生製程與特性驗證之重點
再生塑料特性驗證因同時涉及原生產品與再生產品的使用特性與特殊要求，另因使用回收材料進行相同製程的製造，製造可行性也成驗證必要的一環。然而回收材料因不同法規之要求；以及生產製造工藝的差異，回收材料的最大使用百分比(添加百分比)將會有不同程度的設定與採用。因此，驗證前需對此進行深入的確認與宣告，致使驗證的範圍得以釐清，而產生明確的驗證方案。此後，另依設定的使用與特殊要求進行評估，最終評判相關要求的符合性。再生塑料特性驗證重點如下圖所示。
再生特性驗證階段與期程
再生塑料特性驗證因產品之複雜製造程序，可能包含有再生原料的產製、原料的混練與改質、再生加工之各類成型程序及二次加工等。因此，驗證所需之期程較長，下圖為典型再生特性驗證程序與期程。
